A Look at Potential IT Funding in New State Budget

As Gov. Ron DeSantis reviews the state Legislature’s recently published $117.5 billion budget for fiscal year 2024-2025, Industry Insider — Florida has reviewed the 524-page document outlining potential tech funding for various state agencies.

Last week, the state Legislature approved a $117.5 billion budget for fiscal year 2024-2025, officially concluding Florida’s legislative session. Now, all that’s left is for Gov. Ron DeSantis to formally approve and sign the budget so it can go into effect on July 1.

Before then, however, Industry Insider — Florida has combed through the Legislature’s 524-page budget to identify potential tech funding for state agencies, finding the following:

CRIMINAL JUSTICE AND CORRECTIONS


  • $59,710,261 has been earmarked for information technology  
  • $17,000,000 in nonrecurring funds from the state’s general revenue fund has been set aside for the Department of Corrections to procure a deliverables-based, cloud-hosted solution to modernize its Offender Based Information System (OBIS) 
  • $10,931,342 has been set aside for the Department of Juvenile Justice Bureau of Information Technology to possibly conduct a modernization study of the Juvenile Justice Information System 
  • $3,000,000 in recurring funds from the general revenue fund will be used to continue the victim notification system (VINE), of which $2,000,000 will fund a contract amendment for VINE to expand notification capabilities  
  • $2,000,000 in re-occurring funds from the general revenue fund has been set aside to competitively procure search and analytics technology to enhance the department’s public safety program 

AGRICULTURE AND ENVIRONMENTAL PROTECTION


  • $26,868,901 has been set aside for the Office of Agriculture Technology Services 
  • $10,000,000 has been set aside for the Department of Environmental Protection to competitively procure water quality treatment technologies to combat harmful algal blooms in Lake Okeechobee 
  • $10,000,000 has been earmarked for the Department of Environmental Protection to support the evaluation and implementation of innovative technologies and short-term solutions to combat or clean up harmful algal blooms and nutrient enrichment of Florida’s freshwater bodies, including lakes, rivers, estuaries and canals 
  • $5,000,000 has been earmarked for mote marine aquaculture technology 
  • $3,000,000 has been set aside for a Florida red tide mitigation and technology development initiative 

DEPARTMENT OF TRANSPORTATION


  • $3,336,470,961 has been set aside for transportation systems development 
  • $82,871,195 has been earmarked for the department’s electric vehicle grant program 
  • $74,338,179 has been set aside for FDOT information technology 
  • $3,177,489 has been allocated to the Department of Transportation for its data infrastructure modernization project 
  • $3,000,000 has been earmarked for the Commission for the Transportation Disadvantaged to continue its innovative grant program for innovative service delivery 

LAW ENFORCEMENT


  • $17,972,273 has been earmarked for the Florida Department of Law Enforcement’s (FDLE) call center and license processing  
  • $17,289,526 has been set aside for FDLE information technology 
  • $10,000,000 has been earmarked for the replacement of the Florida Accounting Information Resource System (FLAIR) 
  • $6,802,399 has been set aside for the transfer to a planning and budgeting system 
  • $2,237,203 has been earmarked for data processing services from the Northwest Regional Data Center 

FINANCIAL SERVICES


  • $46,381,361 has been allocated to the Florida Department of Financial Services for its FLAIR system replacement  
  • $33,932,111 has been set aside for Florida Department of Financial Services information technology  
  • $21,336,976 has been earmarked under information technology for the department for FLAIR’s infrastructure 
  • $2,794,590 has been earmarked for the department of financial services to provide training support for the Florida Planning, Accounting and Ledger Management (PALM) project 
  • $2,689,216 in nonrecurring funds from the state’s administrative trust fund have been allocated to the Department of Financial Services to replace enterprise storage and database servers reaching end of life 
  • $1,500,000 in nonrecurring funds from the administrative trust fund has been earmarked for the Department of Financial Services for its workers’ compensation mainframe migration 

COMMERCE


  • $20,661,130 has been set aside for information systems and support services for the Florida Department of Commerce 

HOUSING AND COMMUNITY DEVELOPMENT


  • $100,000,000 has been set aside for broadband equity, access and deployment grant programs
