According to a request for information (RFI) from the division, “DOAH’s case management system consists of two similar but distinct case management applications, one for the Adjudication of Disputes program (ALJ), and one for the Judges of Compensation Claims (JCC) program.”
For context, ALJ adjudicates administrative disputes, while JCC focuses on workers’ compensation disputes.
Currently, the JCC database has more than 11,000 registered users, and the ALJ database has more than 15,000 registered users.
Other web-based applications mentioned in the RFI include those that impact the electronic filing of case-related documents, the electronic service of judges’ orders and incoming e-filed pleadings.
Each app immediately updates production SQL databases and the Agency Indexed Documents program, which DOAH developed to provide indexing services for other state agencies and emergency orders.
With the RFI, the division seeks to:
- Evaluate vendor capabilities to support and enhance the existing case management applications
- Identify best practices and innovative approaches to case management systems
- Explore the feasibility of procuring a new case management solution
- Case tracking and management
- Exhibit portal for secure uploading and sharing
- Integration of document generation and electronic service (eService)
- User-friendly web interface with accessibility compliance
- Role-based access control
