According to the RFI, the agency is in the process of “adapting to the changing landscape of healthcare administration and increased use of the Centers for Medicare and Medicaid Services’ (CMS) Medicaid Information Technology Architecture (MITA) to improve the administration and operation of the Florida Medicaid Enterprise.”
The solicitation describes the state’s Medicaid enterprise as complex, comprising various “services, business processes, data management and technical processes within the agency, and interconnections and touchpoints with systems necessary for the administration of the Florida Medicaid program that resides outside the agency.”
The agency aims to integrate Florida’s Medicaid enterprise, allowing AHCA to secure services that can interoperate and communicate without relying on a common platform or technology.
To achieve this, AHCA has taken on the Florida Health Care Connections (FX) project, a multiyear transformation to modernize the state’s current Medicaid technology using a modular approach while improving overall service delivery and building better connections to other data sources and programs.
AHCA is now seeking vendor input on taking over, modernizing and modularizing the FMMIS solution and associated fiscal agent business processes into a stand-alone module.
Specific vendor information sought out by AHCA includes:
- Approaches and strategies to transition the takeover of FMMIS systems and business operations
- Processes and risk mitigation strategies to ensure a smooth, timely and successful takeover
- Vendor methodologies and approaches to continue business operations and support technology for functions that may not have transitioned from the existing legacy operations per the FX Strategic Roadmap
- Business continuity strategies to maintain operations seamlessly after the takeover
- Strategies for continuous monitoring of the system’s performance post-takeover to identify and address issues quickly, ensuring that goals are met
