Attorney General’s Office Seeks Legal Matter Management System

A few system requirements for vendors include providing investigative case management features, tool integration, comprehensive matter management abilities and file security.

The Florida Department of Legal Affairs, also known as the attorney general’s office, has issued an invitation to negotiate (ITN) for vendors to submit competitive responses for a legal matter management system.

According to the ITN, the department seeks a system that includes attorney and legal support time tracking and billing to replace most existing business applications housed primarily in HCL Notes/Domino, a collaborative app development platform for enterprise applications.

The system can be a commercial off-the-shelf, software-as-a-service or custom-built solution so long as it supports agencywide use for about 1,300 users.

In general, the new system “must eliminate dependency on outdated software, introduce modern software and industry standard practices and procedures, leverage out-of-the-box functionality, reduce the need for customization and manual or redundant processes and increase reporting efficiency, all while interfacing with the office’s web platform and Hyland Software OnBase Enterprise Content Management (ECM) system.”

As for specific system requirements, the ITN states the solution must offer:
  • Customizable menus and fields to track data for all types of cases 
  • Multiple views, including case summary views, like cross-references to related cases and management views 
  • Investigative case management features and tool integration 
  • Comprehensive matter management, including matter-centric organization of files and folders 
  • File security, including file and folder change alerts and audit trails and file, folder and user permission management, along with private file functionality 

All written questions from vendors must be submitted on Dec. 6 to procurement officer Amy Marshall at Amy.Marshall@myfloridalegal.com. Responses are due at 2:30 p.m. on Jan. 23. Additional dates and information regarding the ITN can be found online.
