Broward County Seeks Vendor for Electronic Health Records Solution

The chosen vendor for the opportunity would be tasked with providing the county’s Human Services Department with a software solution for its Broward Addiction Recovery Division, also known as BARD.

Broward County’s Human Services Department is seeking a vendor to provide a software solution for its Broward Addiction Recovery Division (BARD).

According to bid documents, “BARD provides a comprehensive range of services for persons over the age of 18 who are affected by substance use and co-occurring disorders.”

To provide these services, BARD uses an electronic health record (EHR) solution to organize 72,345 client records, 173,078 enrollments and 120,433 episodes. Currently, there are 219 users for BARD’s EHR solution, and approximately 89 same-time licenses use the system at 10:30 a.m., which is the system’s peak time.

That being said, BARD seeks a vendor to provide an EHR solution “that steers processes, services and operations in a manner that enhances quality and efficiency, rather than replicating current processes.”

Furthermore, bid documents state, “The goal is to acquire a solution that promotes industry-standard best practices to support contract-critical business functions, including administration, clinical treatment, assessments, treatment plans, client portal and billing in support of outpatient, residential and detox programs.”

As for specific system requirements, vendors should be able to provide a software-as-a-service or cloud solution delivered via the Internet that can support 300 system users and 150 concurrent users.

Additional requirements include:
  • Performing data mapping and migration of the county’s existing database from current applications into the proposed BARD EHR solution 
  • Working in conjunction with the county’s Enterprise Technology Services administrators to extract and verify data from the county’s current system into the proposed EHR solution 
  • Performing a test migration over 15 days 
  • Providing test plans and test scripts for county testers to further evaluate the proposed BARD EHR solution system 
  • Providing up to eight half-day sessions of system administrator and end-user training
