By the Numbers: A Breakdown of Florida's Budget IT Plans for FY 2024-25

In a webinar on Thursday, vendors received a summary of spending in the Fiscal Year 2024-25 state budget, highlighting potential opportunities in IT.

For tech vendors targeting the Florida state government, insights from a recent Industry Insider — Florida webinar are key. Joe Morris, chief innovation officer for Industry Insider parent e.Republic, summarized the state budget signed by Gov. Ron DeSantis in June.

Overall highlights:
  • Florida's fiscal outlook is strong, with a 5 percent increase in gross domestic product since 2019
  • General fund collections have increased by $2 billion year-over-year
  • The state spends more than $3.4 billion annually on technology
  • IT projects: $77.6 million for the Medicaid management system replacement, $100 million for cybersecurity modernization and $13 million for next-generation 911 system maintenance
  • IT hot spots: modernization, cybersecurity and public safety
Administration
  • $3.8 million for the corporate registry system (Department of State)
  • $1.5 million for independent verification and validation services (Executive Office of the Governor)
  • $1.2 million for local government IT infrastructure projects (Department of Management Services)
  • $637,500 for enhancements to Miami-Dade County’s cybersecurity department (Department of Management Services)
  • $411,245 for IT projects in local government (Department of Management Services)
Department of Corrections
  • $12 million for security equipment
  • $1 million for enhanced election security
  • $2 million for search and analytics technology
  • $600,000 designated for inmate curriculum and assessments
Department of Financial Services
  • $1.4 million for replacing the claims processing system
  • $1.5 million designated for mainframe migration
  • $1.6 million set aside for a vendor registration system
  • $2.6 million allocated for server and storage replacement
Department of Revenue
  • $44.2 million allocated for upgrades to the child support automated management system
Department of Health
  • $25 million for modernizing the Florida Safe Families Network system
  • $1.6 million designated for network switches
  • $850,000 allocated for a health management system
Agency for Health Care Administration
  • $77.6 million for replacing Florida’s Medicaid Management Information System
  • $750,000 for health-care website improvements
  • $750,000 for transparency tools
Department of Education
  • $10 million for safety enhancements at Florida Jewish Day Schools
  • $6.5 million for school technology systems
  • $3 million for a data repository and analytics
  • $1.6 million for upgrading public broadcasting station equipment and facilities
  • $845,000 for a safe school assessment tool
Department of Law Enforcement
  • $11.8 million for crime databases
  • $10 million for radio system upgrades
  • $3.1 million for mobile command vehicles and command center technology renovations for local governments
  • $3 million for criminal justice network bandwidth
  • $2.1 million for communication tower upgrades
Division of Emergency Management
  • $18.8 million for 911 call transfer upgrades
  • $17.8 million for new emergency operations center equipment and installation
  • $13 million for next-generation 911 maintenance
  • $6 million for local government public safety communication and radio replacements/upgrades
  • $1.6 million for a statewide tracking application
Department of Environmental Protection
  • $10.8 million for public information portal maintenance
  • $2.4 million for supervisory control and data acquisition (SCADA) and automation projects
Department of Commerce
  • $800,400 for computers and a mobile computer lab
  • $350,000 for a broadband Internet/digital access and education initiative at the Apalachee Ridge Technology Center
Secretary of State
  • $2.5 million for voter registration system modernization
Department of Transportation
  • $3.1 million for the data infrastructure modernization project
Miscellaneous
  • $61.4 million for Florida’s Planning, Accounting and Ledger Management (PALM) System
  • $100 million for cybersecurity modernization
