Department of Revenue Issues RFP for ERP License Analysis

The department is requesting vendor proposals to analyze licenses as it upgrades its enterprise resource planning systems to SAP S/4HANA.

The Florida Department of Revenue has issued a request for proposals (RFP) to analyze licenses for its enterprise resource planning system as it upgrades to SAP S/4HANA.

SAP S/4HANA is a next-generation enterprise resource planning system with built-in intelligent technologies, including AI, machine learning and advanced analytics, according to SAP’s Business Accelerator Hub website.

“The Florida Department of Revenue (FDOR) is undertaking an initiative to upgrade its enterprise resource planning (ERP) systems to SAP S/4HANA to continue and modernize its operations, enhance data management capabilities and support long-term organizational goals,” the RFP states.

However, “SAP licensing is inherently complex, involving a range of licensing models based on user types, system access and deployment configurations,” the solicitation states.

As a result, FDOR seeks a third-party consultant to comprehensively analyze its existing license portfolio and provide strategic recommendations for negotiations with SAP and other resellers to implement the new system.

The RFP lists the following vendor requirements:
  • A minimum of 5 years of experience in analyzing SAP licenses for organizations of similar size and industry 
  • References from at least three clients where SAP license analysis was successfully performed 
  • In-depth knowledge of SAP’s various licensing models, including “Named User, Package/Engine, and Indirect/Digital Access” 
  • Ability to identify compliance risks and cost-saving opportunities based on SAP contract terms and usage data 
  • Use of industry-standard tools or proprietary solutions to assess SAP license consumption and optimization
