Department of Revenue Seeking Financial Institution Data Match Services

Vendors will match financial data against outstanding liabilities, with active data matching services to be implemented within 90 days of the contract's start, including a testing period.

The Florida Department of Revenue (FDOR) is seeking a contractor to implement a Financial Institution Data Match Program for quarterly matches to identify delinquent taxpayers' assets and facilitate levy issuance.

According to the RFP, FDOR oversees collecting past due tax debts, allowing the freezing and levying of delinquent taxpayers' assets. Finding current bank accounts can be challenging due to outdated data. Therefore, they are seeking a more accurate and timely method for locating these accounts through the data match program.

The contractor must supply all necessary labor, materials, office space, equipment and software. Additionally, they must securely handle electronic files and messages between themselves and the FDOR.

Other requirements include:
  • Establish and maintain direct relationships with Florida financial institutions, showing evidence of 100 data matching agreements
  • Continuously collaborate with financial institutions to resolve issues and provide customer service
  • Implement procedures for quarterly matching of tax debtor and account holder records using advanced algorithms
  • Ensure secure electronic file exchanges with the FDOR, adapting to any future format changes
  • Achieve full operational capability within 90 days of contract start, covering setup and testing at the contractor's expense
