DMS Issues ITN for Advanced Threat Response and Intelligence System

The Department of Management Services is seeking proposals from vendors to design, demonstrate and implement an Advanced Threat Response and Intelligence System to enhance security operations through machine learning.

The Department of Management Services (DMS) has issued an invitation to negotiate (ITN) for an Advanced Threat Response and Intelligence System (ATRIS).

According to the ITN, which is listed as a preview, ATRIS would enhance security operations via machine learning, artificial intelligence-enhanced data integration and automated response mechanisms.

ATRIS would also be used to improve threat detection accuracy, reduce response times and optimize operational workloads for security teams.

“By leveraging modern developments in machine learning and artificial intelligence to integrate security data orchestration, automation and real-time analytics, the platform will provide a significant boost to the state’s cybersecurity capabilities, ensuring public safety and the security of critical infrastructure across Florida,” the solicitation states.

The ITN asks the following:
  • How can the department best respond to and prepare for cyber threats impacting the state’s critical infrastructure, population and information technology assets? 
  • How can the department correlate and act on information from threat intelligence, real-time analytics and the state’s diverse IT ecosystem? 
  • How can any obtained information be input into an integrated and automated platform to enable the state’s efforts to prepare for, detect, analyze, contain, eradicate and recover from cybersecurity incidents or threats?   
Also noted are the following solicitation goals:
  • Establish a contract that will provide a proof of concept for the contractor’s proposed ATRIS system   
  • Determine options to use the proposed ATRIS system, including options for ongoing service-related relationships  
  • Evaluate and determine the pricing model, dependencies, division of labor and other considerations for the implementation and support of ATRIS
