According to a request for information (RFI), “the department utilizes a highly integrated, federally certified comprehensive system that provides the functions of an electronic health record (EHR) as well as practice management capabilities to over 10,000 registered users across the department’s 67 county health departments (CHDs).”
DOH seeks to implement a centralized, cloud-based, single sign-on capable EHR to support clinical visit functions, electronic laboratory ordering and obtaining results from the department’s Bureau of Public Health Laboratories, state laboratories and commercial laboratories.
The system must also report electronic prescribing and support a patient portal and practice management functions, including patient registration, scheduling, financial eligibility, billing, service and time reporting, care coordination, billing patient accounts, receivables processing and tracking.
“To find an EHR that provides the best clinical workflow, standardization and integration capabilities, the department is interested in partnering with an established, U.S.-based vendor that is knowledgeable about practice management and population health,” the RFI states.
The RFI lists the following requirements:
- The software must meet the unique needs of the population served with a lightweight, nimble platform that is cost-effective, highly configurable, user-managed and customizable.
- It must also capture, store, transmit, receive, analyze and present health information and associated demographic data in a streamlined, compliant manner.
- Implementation and post-implementation support must be provided by a vendor well-versed in the U.S. health-care system and standards of practice for a wide range of clinical disciplines.
