Duval County Seeks Training Content, Software for Learning Management System

A successful proposer must have a minimum of three years of experience developing online training materials for electoral offices with a voter base exceeding 500,000.

The Duval County Supervisor of Elections has issued a request for proposals (RFP) for vendors to provide training content and software as a service (SaaS) learning management system.

According to the RFP, the contractor is expected to deliver an in-house online training system for approximately 1,800 users.

The initial term starts upon the award date and lasts for one year. The Duval County Supervisor of Elections can extend the award for two additional one-year terms based on the contractor's performance.

The training sessions should adhere to SCORM (Sharable Content Object Reference Model) standards and be based on courses owned outright by the vendor, not merely licensed.

Developing SCORM courses will encompass generating multimedia elements, such as on-site video recording, voiceovers/captions, animations, interactive exercises/assessments, and simulations of election technology, among other assets. The duration of the training should be three hours.
