FDLE Issues ITN for Candidate Onboarding Application

The Florida Department of Law Enforcement is seeking to procure an existing, fully implemented software-as-a-service application to optimize its candidate onboarding process and workflow management.

The Florida Department of Law Enforcement (FDLE) has issued an invitation to negotiate (ITN) for a human resource candidate onboarding application.

The department is seeking a software-as-a-service (SaaS) solution to “digitalize FDLE’s current manual, paper-driven onboarding processes that occur after a candidate has been selected for an FDLE position,” the ITN states.

The proposed solution must be offered in web and mobile versions to digitalize FDLE’s post-selection onboarding tasks, reduce administrative burdens, enhance accuracy and improve candidates’ overall experience.

A few questions FDLE has for vendors include:
  • How will the proposed application digitalize the FDLE’s candidate onboarding processes and workflows?  
  • How will the application ensure compliance with the FBI’s criminal justice information services (CJIS) security policy and Florida IT security standards like 60GG, F.A.C.?  
  • How will the application ensure compliance with the National Institute of Standards and Technology (NIST)?    
  • What configuration level can accommodate FDLE-specific workflows while maintaining a SaaS-based approach?  
  • How will the vendor ensure sensitive candidate data security for web and mobile solutions? 
As for specific department goals, the ITN lists the following:
  • Identify and select a qualified vendor offering an existing, secure SaaS solution with demonstrated effectiveness in digitalizing onboarding processes
  • Enhance FDLE human resource administrator and candidate experiences through streamlined communication, transparency and efficient document management
  • Ensure compliance with FDLE CJIS security policy, NIST and Florida IT security standards
  • Provide efficient management of candidate onboarding processes and workflows
  • Deliver a robust web and mobile solution with stringent security controls
