FDLE to Purchase Confidential Sole-Source Software

The state’s Department of Law Enforcement intends to purchase and implement a confidential software license from Skopenow Inc., through a single-source procurement totaling $50,000.

The Florida Department of Law Enforcement (FDLE) seeks to purchase a confidential software license from a single source.

According to a description of an intended single-source purchase from the department, FDLE looks to enter into a $50,000 contract with Skopenow Inc., from Feb. 1, 2025, to Jan. 31, 2026.

For context, the company’s website states, “Skopenow is a data processor and intelligence platform that uses public data from across the Internet to compile insights and digital reports.“

More specifically, Skopenow uses AI-powered data collection and analysis to comb social media and the open, deep and dark web to gain intelligence and generate actionable reports, according to its website.

As for FDLE’s use of the technology, the bid document states that Skopenow’s software license will directly support the department’s investigative tactics and is “confidential in nature to protect the integrity of law enforcement operations.”

More detailed information about the department’s single-source purchase, including all submission requirements and requests, is available online. The deadline for receiving information is Jan. 28.
