The Florida Department of Transportation (FDOT) has issued an invitation to bid (ITB) for online database information retrieval services.

According to the ITB, FDOT seeks to provide users access to standards from the American Society of Testing and Materials (ASTM), American Association of State Highway and Transportation Officials (AASHTO) and American Concrete Institute (ACI), including historical documents, through a wide area network (WAN).

The WAN would provide user access to mission-critical information at all FDOT office locations throughout the state.

Specific vendor services include the following:
  • Unlimited FDOT user account creation capability (about 4,500 users in 2023) and simultaneous live usage, including printing, downloading and search capabilities for up to 10 users at a time
  • Automatic updates of standards are preferred daily
  • Cross-reference capability between standards, including embedded hotlinks that reference other required standards
  • Automatic email alert service capabilities indicating when standards are updated, canceled or superseded
  • Access to usage reports in electronic format every quarter, including detailed and summary information regarding FDOT’s usage levels
More information about DOT-ITB-25-9045-CA can be found online. Vendor proposals are due by 9 a.m. on March 27. Cassandra Anderson is the point of contact for this solicitation.
