The Florida Department of Transportation (FDOT) is seeking vendor proposals for an AI system tailored to the agency’s standard specifications for road and bridge construction.

According to a request for proposals (RFP) from the agency, “the development of an AI system tailored to the FDOT standard specifications and other manuals can improve how engineers, producers and contractors interact with these foundational documents, offering substantial advantages in efficiency, accuracy and project management.”

The new system would also allow the department to maintain specification consistency and help communicate information with the public.

Specific vendor requirements include:
  • Performing an industry survey of large language models (LLMs) that meet FDOT AI policy objectives
  • Testing an AI system that can rapidly extract and deliver accurate information from FDOT standard specifications for road and bridge construction
  • Documenting the performance of the LLM, including accuracy in citing source materials, frequency of hallucinations and robustness in its use of industry jargon
  • Enabling real-time querying of FDOT specifications, both in the field and office, through mobile or web applications
  • Ensuring the AI system can interpret specifications accurately and provide users with clear, concise and legally sound interpretations of FDOT requirements
More information about DOT-RFP-25-9078-SJ can be found online. Questions are due at noon on May 6, and the submission deadline is 9 a.m. on May 19. Sherill Johnson is the contact for this solicitation.
