The Florida Department of Health (DOH) has issued an invitation to negotiate (ITN) to replace its current licensing and regulation data system with an encrypted, role-based cloud solution to address specific business needs for health-care practitioner regulation.

According to the ITN, the department’s Medical Quality Assurance (MQA) Licensure and Enforcement System regulates more than 1.5 million health-care practitioners and facilities via professional licensure, facility permitting and administrative enforcement.

“The current system that compiles crucial licensure and enforcement information is integrated with a Versa Online application where applicants and practitioners can conduct business with the department,” the ITN states. “The maturity and efficacy of the system directly correlate with the extent to which MQA can contribute to meeting practitioner needs.”

However, according to the ITN, the system’s infrastructure is outdated, resulting in disrupted customer service experiences, slow performance, increased downtime and higher maintenance costs, prompting the department to search for a new system.

The new licensure and enforcement system must meet the following business objectives:
  • Provide a streamlined and efficient application and license management experience for health-care practitioners
  • Enable compatibility with mobile devices and auxiliary systems, including MQA’s AI virtual agent for voice and web communication
  • Integrate all business components, including application processing, mobile inspections, license renewal, license updates, examination scores, continuing education, payment functionality, auditing and configurable workflows in a user-friendly, modern interface
  • Enhance the system’s applicant portal to assist in reducing the number of deficient applications submitted and received by the agency and lessen call volumes
  • Provide a modern and flexible system that automates information gathering and direct data ingestion to reduce repetitive, manual and paper-driven business processes
