Florida DOH to Purchase Online Professional Development Platform

The state’s Department of Health intends to enter into a single-source procurement with Torsh, HIPPA Secure, Inc., to buy and implement a high-level professional learning platform.

According to a description of intended single-source purchase (PUR) from the agency, the contract with the intended single source, Torsh, HIPAA Secure, Inc., would span five years and total about $1,112,613.

The department’s Division of Children’s Medical Services and Bureau of Early Steps and Newborn Screening are specifically seeking a platform from the vendor for State Systemic Improvement Plan (SSIP) implementation sites for educator development and coaching.

“This platform is currently being used and allows local Early Steps providers, who are participating in the SSIP project, the ability to upload videos of themselves engaging in Embedded Practices for Intervention with Caregivers strategies with the children and families they serve through their local Early Steps program,” the PUR states.

Overall, the purchase will provide the department with 3,350 user licenses, including annual training, and will allow users to access the licensed platform at SSIP implementation sites across the state. The department plans to purchase the platform annually, with future purchases dependent on funding availability and procurement approval.
