The Florida Senate Appropriations Committee has advanced legislation to revise and modernize state agencies' long-range program plans (LRPPs).
Established in 2000, LRPPs are five-year framework plans used by state agencies to outline their strategic goals, objectives and budget requests.
SPB 7024 would enact new reporting requirements, including providing “information about the implementation status of any law enacted in the previous legislative session” and any actions or steps taken to implement laws or planned implementations.
Sen. Jason Brodeur, R-10, introduced the bill during a recent Appropriations Committee hearing, stating that “the last time we updated this plan, the Internet wasn’t really ubiquitous, and so I would say it’s probably going to be a lot faster if we pass this bill.”
More specifically, Brodeur said, “We’re going to get updated metrics that are going to allow us a lot more visibility and actually have a usable planning tool that allows us to help the agencies do their long-range planning versus what we get now, which is kind of a rubber stamp, and nobody really uses it, and so I think it will be a much faster process than it used to be.”
Current metrics for evaluating long-range program plans have become somewhat stale, he explained.
As a result, Brodeur said, “This bill takes the long-range planning program and simplifies its key data points, removes provisions that haven’t been proven to be good measures and updates the processes to present the plans to the Legislature.”
