Governor’s Office Seeking Grants Management Technology

The platform would oversee all federal grants management reporting and provide monitoring and analysis of grant life cycles to raise awareness of opportunities.

The Executive Office of the Governor has issued an invitation to negotiate (ITN) for vendors to supply tech to develop a grants management system platform.

According to the ITN, the office is looking for a technology solution that is highly configurable with minimal vendor or IT support.

The platform would provide a “unified statewide process for federal grants management reporting and transparency” and “act as a one-stop shop for state and federal grants.”

The anticipated contract term would span four years with up to two optional two-year renewals.

The goals listed in the ITN related to the development, configuration and implementation of the Grant Management Solution (GMS) include the following:
  • Contractor services: This includes providing validation, configuration, development, integration, implementation and operations maintenance services for the GMS
  • Public portal: Developing a publicly available, web-accessible portal that allows non-credentialed and credentialed users to access public reports and grant opportunity announcements 
  • Grants Management System: Developing a software platform and business system to support a statewide process for grants management
  • Reporting and data analytics tool: Developing a software solution to compile and analyze data and output specified reports
  • Data warehouse: Creating a data management solution capable of integrating with all GMS components listed above and other state enterprise systems

Important dates regarding the ITN include:
  • Jan. 9: A non-mandatory pre-response meeting will take place at 2 p.m. in Room 115 of the Knott Building at 601 S. Duval St. in Tallahassee.
  • Jan. 12: The deadline to submit questions to the office’s procurement officer, Katie Wagner, is 5 p.m.
  • Jan. 22: Answers to respondents’ questions will be posted on the state’s vendor information portal.
  • Feb. 15: Responses to the ITN are due at 3 p.m.
