The Jacksonville Transportation Authority (JTA) has issued a request for proposals (RFP) for qualified vendors to implement project management information system (PMIS) software to streamline and enhance the authority’s management of its capital programs.
To achieve this, the authority’s capital program management office (CPMO) is seeking the “expertise of a certified Oracle ACE Pro or higher to facilitate the purchase of Oracle Project module licenses, oversee the implementation of the software, and provide end-user training.”
Through the Oracle Project module, dashboards and analytics can be used to improve project delivery, enhance team efficiency, optimize workflows and eliminate current project challenges.
For context, “JTA CPMO manages the authority’s capital programs, coordinating multiple project teams that rely on various systems for project management related to cost, scheduling and quality control,” the RFP states.
In 2014, JTA deployed the Oracle E-Business Suite (EBS) for financial and asset management to handle grant and funding activities. Currently, the JTA operates on Oracle EBS 12.1.3 and plans to upgrade to Oracle EBS 12.2.13 or higher by fall 2025.
As for what prompted the upgrade, the RFP states that project managers currently extract financial details from various sources to track project progress. The issue with this is that “these sources fail to provide comprehensive information for executing tasks, timelines and resource allocations.”
“Furthermore, the Oracle finance module does not support planning, collaboration, task management or resource management tools that are vital for project management,” according to the RFP.
By acquiring and implementing a new Oracle Project module, the goal is to provide JTA project teams with a centralized platform for organizing, managing and analyzing project data, while the PMIS will integrate this module and allow teams to manage projects within scope, schedule and budget.
