Lake County Seeks Vendor Input on Community Development Software

The county is requesting information from vendors on implementing software to automate permit, plan review and code enforcement processes.

Lake County has issued a request for information (RFI) for vendors to assess the viability of implementing software to automate its permit, plan review and code enforcement processes.

According to the RFI, “The project comprises many functional areas, including building services, planning and zoning and code enforcement, along with the Information Technology Department, Public Works Department, Office of Rescue and Clerk of Court Finance.”

According to the RFI, Lake County's population has doubled since 2010, resulting in a significant increase in permits. In Fiscal Year 2022-23 alone, “permit activity showed over 16,000 permits issued,” with 89 county personnel providing these services across the offices mentioned above.

Currently, the county’s legacy system, which dates back to the mid-1990s, manages basic, end-to-end permitting services on a text-based platform.

“The system has been regularly updated over the life of the product,” and “the process accepts and manages electronic plan submittals in a document management system, but it does not facilitate electronic plans reviews or revision processes, nor is it integrated with the legacy system,” the RFI states.

However, the system does provide web and phone access for queries, inspection scheduling and payment processing.

Preferably, the county seeks to work with a vendor that has or had a contract for similar software with the state due to familiarity with Florida statutes and laws.
