Manatee County Issues RFP to Replace Human Resources Information System

The county is seeking vendor proposals to replace its current human capital management platform with a cloud-based or hybrid solution.

Manatee County has issued a request for proposals (RFP) to replace its human capital management platform with a cloud-based or hybrid solution.

According to the RFP, the county has used several systems over the years to accomplish human capital management (HCM) functions for various agencies, including the county clerk, Manatee County Sheriff’s Office, property appraiser, supervisor of elections, guardian ad litem, housing authority, and tax collector’s office.

Over time, these systems “have evolved organically or sometimes in isolation,” resulting in the following challenges:
  • Multiple vendor agreements and associated management and costs 
  • Having to manage and maintain numerous interfaces and integrations  
  • Low utilization and experience levels across systems and suites 
  • Using suite-based software to address only a few functions 
  • Very high training requirements for various platforms 

As a result, the county seeks to identify and work with a technology solution partner to implement a cloud-based HCM technology solution to assist with recruiting, onboarding, human capital management, time and attendance, benefits administration, performance management, reporting and analytics, compensation management, succession planning, organizational charts, payroll, and document storage.
