Miami-Dade Aviation Department Issues Two Drafts of Future Contracts

The department recently published drafts of the scope of services for two future competitive contracts: one for an enterprise asset management solution integration and the other for a building information modeling and GIS readiness assessment.

The Miami-Dade Aviation Department (MDAD) may soon seek technology consultant services for enterprise asset management solution (EAMS) integration and vendor input on performing a building information modeling and GIS readiness assessment.

According to a draft solicitation document from the department, “The awarded proposer should have substantial experience in providing services similar to EAMS integration to PeopleSoft.”

For context, MDAD’s automotive shop currently uses RTA Fleet Management Software as a stand-alone fleet work order system. The primary use of this program is inventory management and work order creation to track work performed in the shop.

However, “due to limitations of the RTA software, RTA has minimal interaction with MDAD’s financial and supply chain system of record — PeopleSoft ERP Financial System — and is limited in its ability to interact with PeopleSoft.”

As a result, the draft solicitation states that MDAD wants to replace the RTA software with an EAMS fleet management module.

Potential required services for this replacement include:

  • Moving inventory management processes and functions from RTA to PeopleSoft and building multiple interfaces from the PeopleSoft inventory, cost accounting and procurement modules to EAMS for reporting and analytic purposes 
  • Removing procurement processes from EAMS and re-engineer those processes to be handled in PeopleSoft 
  • Building any interfaces from PeopleSoft procurement to EAMS that are required for reporting out of EAMS 
  • Standardizing all the automotive shop’s supply chain management and financial processes between PeopleSoft and EAMS and leveraging existing bidirectional interfaces from EAMS to Peoplesoft 
  • Performing discovery, analyzing, designing, developing, testing and implementing functionalities to replace current RTA features

Also on MDAD’s radar is conducting a building information modeling (BIM) and geographic information systems (GIS) readiness assessment.

A draft solicitation document states, “MDAD seeks specialized consulting services that transcend the ordinary as part of this transformative effort. The purpose is to establish a robust BIM/GIS Enterprise Framework to revolutionize the department’s asset management, infrastructure planning and resource optimization approach.”

As a result, the main objectives of this assessment are to identify gaps and strategic solutions, develop a staffing structure comparison and skill alignment, create a road map and obtain specific recommendations.

The scope of services under this potential contract includes:

  • Identifying gaps and inefficiencies in MDAD’s current BIM/GIS enterprise integration and staffing structure 
  • Developing actionable recommendations for improving integration, enhancing operational efficiency and strengthening GIS governance 
  • Assessing the quality, organization and utilization of existing enterprise GIS databases 
  • Developing a comprehensive plan for implementing an integrated geospatial platform and leveraging data from various sources
