Miami-Dade Corrections and Rehabilitation Issues Draft of Future Contract

The department recently published a draft of the scope of services for a future competitive contract for an off-the-shelf software solution to support jail processes.

The Miami-Dade Corrections and Rehabilitation Department (MDCR) may soon seek to implement an off-the-shelf packaged software solution to support jail processes.

According to a draft solicitation document from the department, “MDCR is seeking proposals from qualified software vendors for a custom package solution along with implementation and integration services.”

The contractor will also provide all required equipment, hardware, software licenses, implementation, interface development, configuration, training, maintenance and support throughout the contract.

As for the solution’s general functionality, the draft document lists the following:

  • The system must integrate into the state’s Criminal Justice Information System (CJIS) or Jail Management System (JMS) for detainee booking data, mug shots, permanent housing assignments, unit and cell characteristics, etc.  
  • The system should be able to map facility floors, units and cells, and share this data to an officer’s mobile device.  
  • The system should allow for scheduling and compliance of round completion by cell type, detainee type, etc.  
  • The system should allow for the regular update of unit and cell characteristics changes from CJIS or JMS.   
  • The system should allow authorized parties to inactivate cell or round requirements for several reasons, including a temporary change in the round review period.

In general, however, the solution will focus on supporting jail processes for correctional officer rounds and checks, recording face-to-face observations, tracking detainee movements and ensuring compliance with specific programs.
