The cities of Miami, Coconut Creek and DeLand are seeking executive-level information technology managers and directors to lead their IT departments.

Several IT departments in Florida local governments are recruiting for key leadership positions.

The city of Miami is seeking an assistant chief information officer and director of information technology to work alongside the city’s CIO to plan, develop and implement a comprehensive citywide IT strategy.

The assistant CIO will be responsible for “assisting with planning, developing, implementing and managing the city’s information technology assets serving all departments; coordinating the preparation of divisional and departmental budgets; conducting and reviewing feasibility studies and implementing new procedures to improve effectiveness and efficiency of the department; attending meetings and conferences with city officials and department directors to address information technology needs and requests; and managing customer relations with IT users and delivering IT services to customers in accordance with service level agreements,” the job posting says.

Other responsibilities include:
  • Assisting in the development of technical, operational and security policy and standards 
  • Developing, implementing and executing security, continuity and disaster recovery and environmental safety measures 
  • Writing and evaluating procurement documents and legislation, conducting vendor negotiations and contract administration 
  • Creating RFP and bid specifications 
  • Serving as the liaison for IT project management and consulting services to other departments and agencies 
Desirable qualifications include:
  • A bachelor’s degree in computer science, computer engineering or a closely related field 
  • Seven years of IT management and supervisory experience  
  • A master’s degree and a professional certification such as Certified Government Chief Information Officer, Certified Public Technology Manager, Certified Information Systems Security Professional or other equivalent executive-level certifications

Coconut Creek, located in Broward County, is seeking an IT security manager to oversee the strategy, design, specification and implementation of the city’s IT security program and associated policies.

Essential duties and responsibilities include:
  • Managing the city’s IT security program, including the strategy, design, specification and implementation of the program 
  • Performing system security administration on designated technology platforms, including operating systems, applications and network security devices 
  • Defining, implementing and maintaining information security policies, including ongoing improvements and processes for exceptions and noncompliance 
  • Designing and implementing a risk assessment strategy to include identification of vulnerabilities, mitigation options, remediation requirements, tracking and management reporting
  • Responding to and reporting unresolved network security exposures, misuse of resources or noncompliance situations using defined escalation processes 

Qualifications for the role include a bachelor’s degree in information systems, computer science or another closely related field supplemented by a minimum of seven years' experience in an IT role overseeing information and network security, incident response plans, patch management, security alerts, security auditing and security reporting.

DeLand, the county seat of Volusia County, is seeking an IT network and telephone services section manager to oversee all administrative work and day-to-day activities related to the city’s IT network and telephone systems services.

Essential duties and responsibilities include:
  • Managing service areas such as personnel, budget, goals and priorities and purchasing 
  • Participating in the development, implementation, review and update of the city’s IT strategic and tactical plans, goals, priorities and missions 
  • Planning, organizing, coordinating and directing the analysis, procurement, implementation and support of computer systems and services 
  • Developing bid specifications, RFQs, RFPs and the criteria to evaluate vendor proposals for new products and services 
  • Coordinating activities with other IT section managers to provide consistent and efficient level of service to the county as a whole and to other departments 

Qualifications for the role include a bachelor’s degree in information systems or business administration and three years of progressively responsible experience managing computer systems staff, services and operations.
