Orlando Utilities Commission Seeks Employee Survey and Engagement Platform

The Orlando Utilities Commission (OUC) has issued a request for proposals (RFP) for vendors to supply an employee survey and engagement platform to deliver comprehensive surveys across all organizational levels.

The commission is a municipally owned public utility that provides electric and water services to the citizens of Orlando, St. Cloud and unincorporated Orange and Osceola counties.

In terms of the platform, the RFP states that the selected vendor must supply an innovative employee engagement tool and provide strategic consulting services to support OUC’s initiatives to enhance employee engagement.

Other specific requirements for vendors listed in the RFP include:

  • Implementing a unified platform that encompasses initiation, employee communication, real-time dashboard-driven engagement measurement, interactive reporting, benchmarking and action planning 
  • Conducting life cycle surveys to gauge key drivers of employee engagement, formulate strategies for improvement and sustain engagement levels over time 
  • Using survey data to measure early engagement, the new hire experience and identifying key indicators of turnover risk based on analysis of projected and actual turnover 
  • Performing companywide surveys, multiple pulse check surveys and monitoring the progress and effectiveness of action items 
  • Ensuring 100 percent confidentiality, with robust measures to guarantee strict anonymity from any device or system
