Budget: The 2023 budget appropriated $4 billion total for Jacksonville, with an estimated $72 million IT budget, according to the Center for Digital Government*.

Leadership: Mayor Donna Deegan, a Jacksonville native, is the 45th mayor of Jacksonville and is the ninth mayor since the city's consolidation in 1968. Deegan — a local television news anchor, three-time cancer survivor and the founder of a nonprofit organization — took office on July 1, 2023.

Staff: According to the budget, the city has more than 8,000 employees.

Aside from being Florida's largest city by population, Jacksonville is also the largest city by area in the contiguous United States. It operates under a consolidated government structure that unifies city and county governance. This consolidation, implemented in 1968, brought together the previously separated city of Jacksonville and Duval County. Using this system of governance, the mayor serves as chief executive officer for both the city and county.

The city has its own department focusing on IT efforts, the Information Technologies Division (ITD). It is responsible for technology strategy and operations, procurement, development, maintenance and support of all technology products, infrastructure and services for Jacksonville.

Its 2023 annual report highlights the following IT projects:
  • $42 million for IT operations
  • $7.3 million on technology system development
  • $6.1 million for radio communications, including two-way radio connectivity for law enforcement officers, fire and rescue personnel, circuit judges, bailiffs, clerk of courts employees and citizens at the Duval County Courthouse.
  • $2.6 million for the refresh and replacement of the city’s technology equipment and infrastructure including computers, servers, network equipment and uninterrupted power supply equipment.

The city is rebuilding COJ.net, currently a Kentico 12 solution built on Microsoft's ASP.NET framework, as a Kentico 13 solution based on Microsoft's new MVC .NET Core framework.
