Revenue Department Seeks Online Pre-Employment Skills SaaS

The department is requesting vendor proposals for software as a service for online pre-employment skills assessments for individuals who apply for jobs under its child support program.

The Florida Department of Revenue (DOR) is seeking vendor proposals for software as a service (SaaS) for online pre-employment skills assessments for individuals looking to work under the department’s child support program.

According to a request for proposals (RFP) from the department, the program's employment opportunities are advertised on the People First website. Then hiring supervisors review applications to validate applicants’ responses to qualifying questions and determine if the applicant should be considered for a position based on their work experience, work history and certifications.

If an applicant qualifies for a position, they are asked to complete an online skills assessment, which is skills-based, progressive and assigned based on the type of job. The department uses a web-based platform to help hiring supervisors and human resources personnel assign skills assessments by position type for the program.

“Applicant email addresses are provided to the current contractor using a Microsoft Excel spreadsheet and are imported into the contractor’s system,” the RFP states. “The system notifies the applicants by email that the test is available and provides a link to complete the test (or tests) online.”

Applicants can then click the link to access a testing site, where they are asked to create an account using an email address provided to the contractor by the program and a password created by the applicant. Once that information is created, the system links the applicant’s test results to the applicant’s email address and the information is provided to the program.

Since 2021, the program has purchased contractual services for online pre-employment skills assessments, resulting in the following number of assessments:
  • 2022-2023: 4,384 
  • 2023-2024: 3,813  
  • 2024-2025: 2,160 (June–December) 
The new SaaS must:
  • Allow applicants to complete online assessments assigned by the department 
  • Allow applicants to complete the assessments without providing personal information other than an email address 
  • Allow applicants to complete assessments online without requiring the applicant to install or download a program or application 
  • Provide program users with notifications and online access to status and results 
  • Allow program users to query the system and generate reports
