Sebastian Municipal Airport Issues RFP for Automated Weather Observing System

After purchasing the system in 2017, the airport is seeking a vendor to implement several upgrades that are compliant with the latest edition of FAA Advisory Circular No. 150/5220-16.

Sebastian Municipal Airport, located one mile west of the city’s central business district, has issued a request for proposals (RFP) for vendors to supply various upgrades for its automated weather observing system (AWOS).

The airport originally purchased the system in 2017 and is now seeking a vendor to supply the following upgrades:

  • Sensors: According to the RFP, the system’s dew point, wind speed and direction, ambient temperature, pressure, cloud height, visibility, precipitation accumulation, present weather detector and thunderstorm section sensors need to be upgraded.  
  • Data Processor: The airport is also requesting data reduction software to perform quality control checks to ensure that any received data is reasonable and complete, and that the associated equipment works properly before weather algorithms are performed. 
  • Operating Terminal: “If an operating terminal is part of the AWOS system, it should be designed to prevent unauthorized persons from entering data into the system,” the RFP states. The system should require the operator to enter a user ID and password or a successive series of codes before allowing users to proceed with any data entries.      
  • Maintenance: Once installed, AWOS maintenance must be covered under a one-year service agreement. The cost of the initial one-year service will be covered in the vendor’s lump sum price. The service agreement will begin after the project is completed and a certificate of completion from the city is issued.   

To submit a proposal, prospective vendors must be FAA-certified providers with a proven track record of dependability in components, service and maintenance.

More information about 24-16-RFP can be found online. A pre-proposal meeting will take place at 10 a.m. on July 16. The deadline to submit proposals is 2 p.m. July 31.
