Seminole County Opens Search for Its Next CIO

James Garoutsos, the county’s chief information officer, is stepping down. The county has started the search for a qualified candidate to take the senior leadership position.

Seminole County is searching for a new chief information officer following the departure of James Garoutsos, who had held the role since October 2018.

Garoutsos announced his decision to step down in a LinkedIn post: “After six years of serving the citizens of Seminole County, my wife and I are moving to Sarasota to spend time with our first grandchild. Seminole County is a great place to work and needs a strong technology leader to take it to the next level.”

Prior to his county appointment, he was the director of information services for Orange County Sheriff’s Office; a principal consultant for Florida Technology Solutions Inc.; director of information systems for Pinellas County; director of information technology for Eckerd; and a software development manager for Crown Marketing Group.

The county has published the job opening online.

“The chief information officer is a member of senior leadership and is part of the Office of Innovation and Strategic Initiatives,” the job posting states.

The CIO will also provide leadership and strategic direction to the county’s information technology department, facilitate decision-making processes and prioritization of business projects for county departments, and develop enterprisewide strategic and multiyear action plans.

Other responsibilities, according to the job posting, include:
  • Serving as technical adviser to the county manager and executive management team regarding technology management issues 
  • Proposing short-term and long-term solutions for technology management needs and issues relating to systems, equipment or services 
  • Directing and overseeing the management of the county’s IT budget process, costs and resources 
  • Designing and implementing an IT–business engagement model to identify and align IT offerings with business needs 
  • Developing and implementing policies for the procurement and use of technology management hardware, software, services and telecommunications equipment
