St. Johns River Water Management District Issues RFP for Oracle WebCenter Content Upgrade

The primary objective of this request is to upgrade one production and two non-production content servers from version 10g to at least 11g.

The St. Johns River Water Management District issued a request for proposals (RFP) on March 1 seeking IT consulting services to aid in the upgrade of both production and non-production installations of the current 10g Oracle WebCenter (OWC) server. The district uses Oracle WebCenter Content to manage 6 million documents and support agency workflows, including invoice approval, purchase orders, travel reimbursements and permit review.

Last year, OWC processed over 18,000 business documents and 16,000 permits, including 11,000 delegated well construction permits via the ePermit system. The estimated budget for the work is $250,000.

Per RFP No. 39341, the pre-approved vendor should possess experience in the following areas:
  • OWC Server administration and development, particularly in:
    • Workflow customization
    • IdocScript scripting
    • Menu and user interface customization
    • Implementing, converting and upgrading custom components
  • Java development
  • HTML and JavaScript
  • SQL
  • Linux

The proposed project team will be proficient in working with the following technologies:
  • Oracle Content Server 10g Release 3
  • Red Hat Enterprise Linux Server 5.7
  • Git code and configuration repository
  • Oracle Database 12c and 19c
  • Atlassian Confluence and Jira
