Citizens is a governmental entity in Florida, created by the Legislature in 2002 to offer affordable property insurance to those unable to secure coverage in the private insurance market.
According to the ITN, Citizens is seeking "an online self-service portal with electronic notification capability for mortgage companies to obtain policy-specific insurance information related to Citizens policyholders."
Typically, inquiries from mortgage companies include requests for policy documents such as declaration pages or proof of insurance and requests to update mortgagee information.
As a result, Citizens contracted with Lenderdock in 2021 to handle incoming inquiries. However, the contract with Lenderdock expires on March 21, 2026.
The ITN will determine whether Citizens continues working with Lenderdock or switches to a new vendor. If Citizens chooses the latter, the online portal must be fully implemented by Q1 2026.
Specific questions from Citizens for vendors include the following:
- How can Citizens and the vendor facilitate a smooth, timely and cost-effective implementation?
- To what extent can the vendor’s system be configured and customized?
- How can Citizens maintain ownership and usability of data?
- How can Citizens position the contract to provide scalability?
- What performance guarantees or quality control standards can vendors offer?
