According to the RFP, the system should be robust, turnkey and integrable with “original equipment manufacturer (OEM) onboard vehicle computers to provide real-time telematics and tracking data primarily for GM and Ford vehicles.”
Currently, the city uses vehicle-affixed devices, GPS-enabled cellular phones and mobile devices to track municipal vehicles.
However, the city is looking to consolidate these devices and implement a web-hosted solution to help optimize current routes, minimize travel time, provide real-time telematics for fleet tracking, balance workloads among the fleet, and reduce fuel, driver and maintenance costs.
Other system functionality requirements include:
- Providing minimal delay in data upload for live tracking and updates
- Tracking and recording vehicle locations outside of cellular and geofence areas
- Storing information during network outages and transmitting the data post-outage
- Supporting access for multiple departments with customizable permissions
- Locating a specific vehicle by ID and displaying its location on a map with sufficient resolution to identify street names
