Tampa Issues RFP for Citywide GPS and Vehicle Tracking System

The city is seeking proposals from vendors to procure a web-based GPS and automatic vehicle locating system to track department vehicles during working hours.

The city of Tampa has issued a request for proposals (RFP) for an enterprise GPS and automatic vehicle locating system to track and monitor department trucks, vehicles, equipment and assets.

According to the RFP, the system should be robust, turnkey and integrable with “original equipment manufacturer (OEM) onboard vehicle computers to provide real-time telematics and tracking data primarily for GM and Ford vehicles.”

Currently, the city uses vehicle-affixed devices, GPS-enabled cellular phones and mobile devices to track municipal vehicles.

However, the city is looking to consolidate these devices and implement a web-hosted solution to help optimize current routes, minimize travel time, provide real-time telematics for fleet tracking, balance workloads among the fleet, and reduce fuel, driver and maintenance costs.

Other system functionality requirements include:
  • Providing minimal delay in data upload for live tracking and updates 
  • Tracking and recording vehicle locations outside of cellular and geofence areas 
  • Storing information during network outages and transmitting the data post-outage 
  • Supporting access for multiple departments with customizable permissions 
  • Locating a specific vehicle by ID and displaying its location on a map with sufficient resolution to identify street names
