Inside DMS’ Budget Request, Part 1: Big-Ticket Items

The DMS budget request includes funding for cloud modernization, cybersecurity and terminal equipment firmware updates.

The Florida Department of Management Services (DMS) is requesting $110 million in its legislative budget request (LBR) to fund 29 technology initiatives.

This is the first of two stories; this piece will detail projects valued at more than $1 million, excluding Florida Planning, Accounting and Ledger Management (PALM)-readiness initiatives. The remaining projects will be covered in a follow-up story on Monday.

The single largest request from DMS is $37.5 million for the competitive Local Government Cybersecurity Grant Program. Funding will provide ongoing state assistance for cybersecurity services to Florida counties and municipalities, focusing on those with limited resources and higher cyber risks.

Other department IT-related requests include:
  • $20.3 million for SUNCOM services statewide, supporting all types of telecommunications signals, including voice, data, video, image and radio
  • $15.6 million to improve the Cybersecurity Operations Center’s threat response
  • $8 million for relocating, remediating and constructing Statewide Law Enforcement Radio System (SLERS) public communication towers to replace leased sites
  • $6 million to purchase terminal equipment firmware updates for Florida Facilities Pool (FFP) buildings
  • $2.6 million for BeOn upgrades in SLERS to support 25,000 users and purchase 5,000 additional licenses for P25 radios
  • $2 million to integrate the Florida College System into the People First system
  • $2 million for maintaining the cloud modernization and migration project
  • $2 million to refresh tier-one HVAC devices at 43 buildings within FFP
  • $1.8 million to support PSAP upgrades in fiscally constrained counties for the transition to next-generation 911
  • $1.5 million for independent verification and validation services and management consulting to upgrade SLERS
  • $1 million for the IT project oversight function to offer more advisory support
