Military Affairs Department Issues RFP for Cloud-Based Fiscal Tracking System

The department is seeking proposals from qualified vendors to provide a modern, cloud-based fiscal tracking system that supports purchase orders, invoices and payroll data.

The Florida Department of Military Affairs has issued a request for proposals (RFP) for vendors to design, develop and implement a modern, cloud-based fiscal tracking system.

According to the RFP, the department seeks to replace its existing fiscal tracking system, which has been in operation for more than 20 years.

“The new system will be developed in a cloud environment and will enhance the efficiency and effectiveness of tracking and managing financial data related to state and federal cooperative agreements,” the RFP states.

Other system requirements include:
  • Capturing and managing purchase orders tied to various agreements 
  • Recording and processing vendor invoices and tracking payments 
  • Recording and tracking direct payments and travel-related expenditures 
  • Tracking payroll expenses against cooperative agreements 
  • Monitoring and reporting on the cash balances for each agreement 

Also, noted in the RFP is the system’s ability to integrate with Florida’s PALM system, which looks to replace FLAIR as the state’s accounting and cash management system.

According to the RFP, the system must provide an interface for seamless data exchange and be able to upload spreadsheets in a format compatible with the Florida PALM system.

Additional technical requirements include:
  • The new system must be hosted in a secure, scalable cloud environment 
  • Ensuring seamless integration with state and federal financial systems 
  • Developing a user-friendly interface for both internal and external stakeholders 
  • Implementing robust security measures to protect sensitive financial and personal data 
  • Migrating historical data from the department’s existing system to the new platform without loss or corruption 

More information about DMA-RFP-315 can be found online. All vendor questions must be submitted in writing by 2 p.m. on Aug. 20, and proposals are due at 2 p.m. on Sept. 13.
