Motor Vehicles Department Issues ITN for Forensic Mapping Software

The project involves supplying software licenses, support, maintenance and on-site customized training.

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is inviting bids for the purchase and delivery of advanced forensic mapping CAD software, including training services.

Through the Florida Highway Patrol Traffic Homicide Unit, the FLHSMV is issuing this ITB to establish a contract for the purchase and delivery of advanced forensic mapping CAD software and training, including both on-site and online training to support traffic homicide investigations.

The software must include the following features:
  • Import and analyze point clouds from laser scanners, drones or other sources
  • View, edit and prepare 2D/3D deliverables using scanned data or unmanned aerial vehicle orthophotos
  • Access and create scenes using vehicle, marine, rail and military model libraries
  • Support for models through 3D Model Warehouse
  • Create buildings that match the scene
Vendors are expected to provide online training at no extra cost, in addition to on-site training, covering the following topics:
  • Software installation, updates, licensing and diagramming/analysis tools
  • User interface functions, including preference menus, snapping tools, layer management and view modes
  • Navigating the scene, creating basic shapes and linework and placing evidence in 2D/3D
  • Importing and managing scene data, adjusting orientation and exporting data
  • Merging data logs and handling logs with differing coordinates or positioning
