The agency’s largest request is $16.5 million for phases two and three of its motorist modernization project.
“Phase III will contain projects to modernize motor vehicle dealer licensing, business support and customer service systems, and address additional legacy integration not addressed in previous phases,” the LBR reads.
So far, phases one and two of the project have focused on updating the department’s motor vehicle title, registration and driver license credentialing systems and consolidating customer driver and motor vehicle information into a single database.
“While the core functionality of these systems has been modernized, several key support systems can only be integrated with the new systems if they are also modernized, which is a prerequisite to fully retire the Florida Real-Time Vehicle Information System (FRVIS),” the LBR states.
The department’s current motor vehicle dealer licensing system relies on FRVIS, which requires manual oversight and does not notify dealers of renewals and insurance cancellations.
As a result, this causes delays in processing, increases compliance risks and creates frustration for dealers and the public by not having self-service options and failing to provide business license status or consumer complaint inquiries.
The department’s other IT funding requests are:
- $4.8 million to refresh the agency’s existing FRVIS equipment at the department, tax collector and license plate agents’ offices through its existing vendor contract beginning July 2025
- $3.5 million “to contract with a vendor to expand identity verification services during the initial MyDMV account creation process and prior to the completion of certain transactions which are more susceptible to identity fraud”
- $3.3 million to hire contractors across multiple support areas to maintain current systems and services and support short-term initiatives that the department is required to complete due to federal or state mandates
- $1.6 million to replace the department’s private cloud environment that supports its Oracle databases
- $800,000 for contracted resources to assist with mitigating findings found in a recent risk assessment and help the enterprise security management office meet its mission of protecting department systems and data
- $600,000 to procure an identity and access management governance solution
