Orange County Issues RFP for IT Contractors

The county seeks highly skilled information technology contractors for short-term assignments, long-term projects and staff augmentation.

Orange County’s Information Systems and Services Division is seeking highly skilled information technology contractors to take on short-term assignments and long-term projects.

According to a request for proposals (RFP) from the county, the division, which supports more than 10,000 workstations, is looking for contractors with experience using the following programming languages, databases, operating systems, hardware, software, networks and applications:
  • Programming languages and tools: SQL, Micro Focus COBOL, PHP, ibi WebFOCUS, Oracle SQL, PeopleTools, PeopleCode, PeopleSoft’s Query tool, SQR, Business Objects and Crystal Reports, XML, HTML, JAVA, .NET, C#, Esri Suite and PowerShell Scripting 
  • Database management systems: This includes the three most recent versions of Oracle and the two most recent versions of Microsoft SQL Server 
  • Operating systems: UNIX (AIX), Linux (Red Hat), Microsoft Windows 10 or higher, Microsoft Server 2008 or higher, VMware, industry standard load balancers and content switches 
  • Networks: TCP/IP and RFC standards and protocols, Cisco IOS, Cisco 7600 series and ASR 1K routers, OSPF and BGP, Catalyst 45XX-65XX, Cisco 9000 series switches including multilayer switching, Juniper EX series switches, MX routers and SRX firewalls 
  • Applications: This includes apps related to finance, PeopleSoft HRMS, inventory, work order, wireless, imaging, workflow, Internet/intranet, e-commerce, building permits, corrections, utilities water and wastewater billing, medical and health services, animal services, code enforcement, GIS and zoning 

The county anticipates selecting multiple qualified project vendors as needed.

Candidates will be selected based on the following criteria:
  • The proposed candidate’s technical and interpersonal skills for the job   
  • The firm’s ability to provide personnel in the required time   
  • The hourly rate per candidate
