Orange County Seeks Fiscal Sustainability Tool

The county plans to use this tool to help forecast associated expenditures related to service and facility demands from future growth and development.

Orange County is seeking to procure a fiscal sustainability tool to help forecast projected revenues and assess proposed projects.

According to a county bid document, “The tool is required to enable the county to assess the fiscal sustainability of proposed projects and forecast projected revenues anticipated from planned growth and development enabled through Vision 2050.”

Vision 2050 aims to promote new and intensified urban development through infill and redevelopment, with a greater mix of uses and enhanced walkability, the county’s website states.

The fiscal sustainability tool should allow the county to:
  • Research and model its revenue from property taxes, impact fees and utility fees 
  • Research and model its infrastructure and services costs, including roads, utilities, public works and fire rescue 
  • Create a value-per-acre model for the county to determine which neighborhoods and associated development patterns provide the greatest “return on investment”  
  • Analyze how the county’s revenue capacity compares to the long-term maintenance and replacement needs of its infrastructure and services 
  • Integrate land use, demographic data and spatial analysis to advise on the net fiscal impact of implementing Vision 2050
