Pinellas County Proposes $70M for IT in FY 25

Specific business technology services allocations include $49 million for enterprise IT services, $4 million for custom IT services and $2.7 million for the county’s Justice Consolidated Case Management System.

Within Pinellas County’s proposed $4.3 billion Fiscal Year 2025 budget, $69.5 million has been allocated to its Business Technology Services (BTS) Department.

According to budget documents, BTS provides a full suite of technology services to all Board of County Commissioners (BCC) departments, constitutional officers, agencies and county courts.

BTS' operating expenditures include a cybersecurity decision package totaling $500,000. According to budget documents, BTS conducts its own cybersecurity vulnerability assessments. However, this decision package will allow the county to consult a third-party auditor to verify its security program and identify areas of opportunity.

Capital expenditures funding increased by $678,700, or 20.2 percent, to $4 million. This increase is part of the county’s 10-year capital improvement plan and is primarily due to network segmentation efforts to improve county security.

BTS' budget includes:
  • $49,965,190 for the county’s enterprise IT services program, which “tracks all recurring expenses for labor, licensing, maintenance and support and technology refresh in support of Enterprise Information Technology Services” 
  • $11,833,390 for BCC strategic projects and business services
  • $4,035,280 for custom IT services related to staffing, licensing, maintenance and support, and technology refreshes 
  • $2,777,500 for the county’s Justice Consolidated Case Management System, which supports the processing requirements for criminal, civil, juvenile delinquency and dependency, unified family court, traffic, parking, appeals and alternative dispute resolution cases
