State Agriculture Department Asks for $18M for IT Initiatives

The Florida Department of Agriculture and Consumer Services’ legislative budget request covers several tech-related projects, including an IT infrastructure replacement, a fleet management solution, IT security enhancements and more.

The Florida Department of Agriculture and Consumer Services (FDACS) is requesting a total of $17.9 million for six technology initiatives in its legislative budget request (LBR).

The agency’s largest request is $6.8 million for licenses to support the department’s technology transformation initiative.

According to the LBR, this would include migrating, optimizing and modernizing permit and licensing applications to a cloud-based software-as-a-service (SaaS) solution and “finalizing the provisioning of new applications for the Divisions of Food Safety, Plant Industry, Fruit and Vegetables and Consumer Services.”

Regarding the latter, the agency’s LBR states: “The applications and systems that support the provisioning of constituent services and regulatory activities of the department have reached the end of their useful life, with some being in production since 1999.”

The agency’s technology transformation initiative aims to solve this issue by streamlining access to services, consolidating constituent information and creating a low-code and unified tech environment.

“The department anticipates this request will meet our recurring expense needs for licenses for at least three years or until new pricing is negotiated with Microsoft,” the LBR states.

Other department IT-related requests include:
  • $3,901,422 for IT security enhancements 
  • $2,834,396 for Florida Planning, Accounting and Ledger Management (PALM) readiness 
  • $2,687,500 to replace end-of-life computer equipment  
  • $827,789 for increased IT operating costs 
  • $804,000 for a fleet management solution
