Tampa Hillsborough Expressway Authority Appoints Director of Toll Technology

As director, Raul Rosario will oversee toll system operations, lead technological advancements and ensure seamless, customer-focused experiences for the authority.

The Tampa Hillsborough Expressway Authority (THEA) has appointed Raul Rosario as its new director of toll technology and customer experience.

Rosario brings more than two decades of experience to the role, including serving as associate vice president and senior director of operations at TransCore LP.

During his tenure with the transportation solutions company, he led daily operations across 13 tolling facilities in the mid-Atlantic region, managed a $50 million portfolio and oversaw strategic decision-making to meet specific financial objectives.

Based on this prior experience, Rosario “has earned a reputation for implementing innovative tolling solutions and fostering exceptional customer experiences” by “modernizing toll collection systems and deploying next-generation technologies to improve transportation networks,” a press release from THEA states.

As for his new role, Rosario will oversee toll system operations, technological advancements and customer-focused experiences for THEA’s Selmon Expressway network.

“Raul Rosario’s expertise and forward-thinking leadership align perfectly with THEA’s vision for the future of transportation,” said Greg Slater, THEA’s executive director and CEO, in a release. “His experience optimizing system performance and delivering high-quality service to clients will be critical in advancing THEA’s mission to provide efficient, reliable and cutting-edge transportation solutions for the Tampa Bay community.”
