City of Dallas Seeks Bids for Peer-to-Peer Support Mobile Application

The app would complement Dallas Fire-Rescue’s efforts to “promote whole-person wellness.”

Dallas-Fire Rescue implemented a peer support team in 2018 and now seeks competitive proposals for an indefinite delivery/indefinite quantity (ID/IQ) service price agreement with renewal options, according to the Request for Competitive Sealed Proposals (RFCSP).

The department states a confidential app is needed “to communicate with our members about mental and behavioral health and track interactions.”

Businesses responding to the request must have experience in peer support applications and have worked with organizations with at least 200 members; the RFCSP states that businesses must be able to serve a public safety organization with 1,500 to 2,000 employees.

The requirements for the proposed app include:
  • Ensure regular check-ins and confidential communications.
  • Content sharing to promote training, resources, events, etc.
  • Secure data and data collections.
  • Collecting metrics with anonymized data.
  • Compatible with Apple and Android technologies.
  • Should have accompanying website.
The full RFCSP is available online, and the deadline for proposals is 1 p.m. CST April 15. Electronic submissions are required; no hard-copy proposals will be accepted.
