City of Greenville Working to Restore Services After Cyber Incident

Tribune News Service — Greenville city officials say they are working to bring its technology systems fully back online following a cyber incident identified earlier this month.

According to information released by the Texas Attorney General’s Office on Monday, the city’s servers were attacked by a ransomware group, leaving officials without access to police or other records. The city says it has retained privacy counsel and a third-party investigator to assist with the incident.

Because the records remain inaccessible, the city has approximately 20 pending Public Information Act requests that cannot be fulfilled. Officials also cannot send required letters to the Attorney General’s Office seeking rulings on those requests until the records are restored.

The issue was discovered Aug. 5 and prompted what city officials called an immediate response, including isolating affected systems, contacting law enforcement and engaging a third-party cybersecurity firm to investigate and mitigate the attack. Preliminary findings indicate that while some internal files were affected, there is no current evidence that personal information belonging to employees or residents has been compromised.

A significant development in restoring the system that stores police and other records occurred late last week. Those records may be available as early as Tuesday though it could still be weeks before all files are accessible.

Officials say the city has made progress in restoring affected files and systems but some remain temporarily offline as a precaution. While most city services are operational, some phone lines may experience intermittent outages or busy signals as restoration continues. Emergency 911 services were not affected.

Greenville Electric Utility System customers are also experiencing limited impacts. GEUS is currently unable to accept online payments or access billing information, but all other GEUS services remain functional.
