In this case, the city of Midland is looking to automate processes such as vendor registration, solicitation development and issuance, question-and-answer periods, solicitation receipt, bid tabulation and evaluation, and other tasks related to bid management.
By doing so, the city looks “to gain efficiency and transparency while maintaining the integrity of its bidding process,” according to the RFP.
In terms of preferences, the city prefers a software-as-a-service (SaaS) deployment model. However, officials will evaluate different solutions, including on-premise options that can be hosted locally by the city.
As for specific needs, the RFP lists the following as a few functional and technical requirements for the city’s new e-bidding software:
- The system must provide security at the following levels: department role or group, module, agency, screen, menu, report, field and other user-defined criteria.
- The system must update all security roles automatically (at user discretion) when a change in the “master” role is made.
- The system must log users off after an administrator-defined period of inactivity based on user-defined roles or terminals.
- The system must provide component (i.e., modules, entry screen) and document (i.e., case documents, ticket documents) security to permit and restrict the rights of specific users or groups.
- The system must employ data security measures that comply with applicable state and federal security standards.
