Collin County Budgets More Than $10M for IT and GIS

The North Texas county is the state’s sixth most populous at 1.1 million residents, and its adopted budget goals include infusing technology throughout operations.

The Collin County budget for IT and GIS in fiscal year 2025 exceeds $10 million.

The Department of Information Technology is tasked with delivering “innovative solutions” to residents, county employees and its business community.

The budget includes:
  • $8.9 million for IT administration, the bulk of which is for salaries
  • $2.7 million for shared IT
  • $1.2 million for GIS
  • $842,363 million for records
There are 52 full-time IT employees and seven records management employees who cover enterprise resource planning, records management, shared IT and telecommunications.

There are 5.5 full-time GIS employees in a separate department tasked with developing, modifying, analyzing and managing location-based information such as that used with the 911 system.

IT collaborates with various departments to determine what software and services are needed and review requests each budget year. The CIO is Caren Skipworth.
