The funding request is part of the agency’s 2026-27 Legislative Appropriations Request (LAR) and is listed as an exceptional item.
A request for offers to replace the USAS and TINS was issued in April of this year; however, there doesn’t appear to have been an award, according to the Texas Electronic State Business Daily. The documents give detailed information about the systems, which are described as “two of the most important systems within the state of Texas.” They are in use by all agencies and higher education institutes for vendor, employee and taxpayer payments.
The Legislature appropriated $18 million for their replacement in the 2024-25 biennium.
The CPA also requests $24.7 million toward IT modernization projects that aren’t specified; however, as stated in its strategic plan, technology is a top priority in serving both internal and external customers. Agency goals for that IT funding include:
- Improving tax law compliance through contacts and collections
- Implementing a statewide enterprise resource planning system
- Securing the state’s assets, cash receipts and warrants
- Improving tax and voucher data processing, as well as tax collections and disbursements
