Department of Information Resources Releases Biennial Strategic Plan

The State Strategic Plan for Information Resources Management is a collaborative effort that will inform tech planning for agencies and institutes of higher education.

The Department of Information Resources (DIR) has released its new State Strategic Plan for Information Resources Management, surfacing technology issues and changes facing the public sector and higher education in Texas.

The 2024-28 plan, titled Next-Level Tech for an Exceptional Government Experience, was developed with input from various experts and IT leaders.

The plan lists these strategic goals for 2024-28:
  • Elevated government experience
  • Mature data management and privacy practices
  • A skilled and resilient workforce
  • Transformation and modernization

According to a news release, the plan “provides a framework that can support state agencies’ technology modernization plans and lays the groundwork for the state’s biennial technology planning, funding and reporting cycle.”

Collaboration is key to the goal setting, according to the documentation. Early this year, DIR’s board of directors approved a 15-member advisory committee to represent a swath of public sector, higher education, industry and public members.

In the summer, DIR surveyed IT leaders from various entities over a course of meetings and focus groups. Resulting insight pointed to these top five technology developments heavily impacting agencies:
  • Cloud computing
  • Data management tools
  • Data analytics solutions technology
  • Collaboration tools
  • Connectivity

“DIR developed this plan with other state agencies and stakeholders to advance statewide IT goals,” said DIR Executive Director and CIO Amanda Crawford in the release. “I am proud of the collaborative effort that this plan represents. With state agencies continuing to work together, I am confident Texas will continue to lead the way in delivering secure, high-quality public services.”
