Department of Information Resources Seeks to Procure Additional Subscription Databases

These would be part of the cooperative contracts programming, which provides the public sector with a purchasing avenue. This type of contracting has generated about $8 billion in sales over three years.

The Department of Information Resources (DIR), which assists other agencies with technology needs and provides the state with contract vehicles, has active opportunities listed online.

Cooperative contracts are one way the agency lends its buying power to other agencies, and it reports total sales of more than $8.2 billion combined in 2020-2022 in hardware, software and services.

DIR seeks to contract for IT Research and Advisory Subscription Services and IT Computer Assisted Legal and Investigative Services, essentially subscription-based research and related databases that come with documentation, support and training.

Contracts for these services have had a combined sales volume of some $58 million over the last three years.

The full solicitation is available on Texas SmartBuy and is numbered DIR-CPO-TMP-573; the due date is 2 p.m. March 30.

There is a pre-proposal meeting at 1 p.m. Friday, March 3.

In addition, a pre-request for proposals (RFP) for identity and access management (IAM) is posted on the SmartBuy website, where vendors may search for opportunities. DIR intends to issue a request for opportunity (RFO) for a “provider to design, develop, deploy and maintain” an IAM for those participating in DIR’s Shared Technology Services programming. The pre-solicitation is “an aid to vendor planning,” according to the website. This type of notice doesn’t guarantee an RFP.

Busy months for the agency last year were February, August and January when DIR published the most opportunities; the department’s SmartBuy member number is 313.
