DIR Seeks Vendor to Further Expand Texas Digital Identity Solution

The Texas Department of Information Resources has released a request for offer for a vendor to manage and further develop its multifactor authentication and single sign-on solution.

The Texas Department of Information Resources (DIR) is looking to work with a vendor that can manage and further develop its Texas Digital Identity Solution (TDIS) and provide identity access management (IAM) assessments for DIR customers through the agency’s Shared Technology Services program.

According to the agency’s website, the solution “offers streamlined identity proofing and verification, risk-based multifactor authentication (MFA), and single sign-on (SSO) access, so Texas government employees can easily and securely access authorized agency systems with a global unique identifier (GUID).”

In terms of providing IAM assessments, this typically involves analyzing an organization’s identity, security and governance landscape to ensure that approved users can access certain data and resources.

DIR is looking for vendors who demonstrate expertise and capability in the following:
  • Maintenance and enhancement of the current solution, currently built on a ForgeRock Identity platform hosted in Amazon Web Services (AWS) Government Cloud 
  • Assessing access management environments to determine areas of security risk and recommending improvements to mitigate that risk  
  • Identity and access management technology and governance

Other vendor requirements listed in the RFO include:
  • Maintaining, deploying and developing further installations of TDIS to DIR customers 
  • Creating, marketing and deploying IAM assessments to DIR customers 
  • Integrating TDIS services into DIR’s Shared Technology Services program under a multisourcing services integrator operating model 
  • Participating in DIR’s outreach and growth program and marketing TDIS and IAM assessments to DIR customers 
  • Providing technology evolution and road map planning for the TDIS solution and IAM assessments throughout the contract term

  • Sept. 11 at 2 p.m. CT — Deadline to submit solicitation conference questions
  • Sept. 14 at 2 p.m. — Solicitation conference
  • Oct. 2 at 2 p.m. — Deadline to submit RFO questions
  • Oct. 16 at 2 p.m. — RFO responses due
